عَنْ أبي مريمَ الأَزدِيِّ رَضِيَ اللهُ عَنْهُ: أَنَّهُ قَالَ لمعَاوِيةَ رَضِيَ اللهُ عَنْهُ: سَمِعتُ رسولَ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّم يقولُ: «منْ ولَّاهُ اللهُ شَيئًا مِنْ أُمورِ المُسلِمينَ، فَاحَتجَبَ دُونَ حَاجتهِمْ وخَلَّتِهمْ وفَقرِهمُ احتَجَبَ اللهُ دُونَ حَاجَتِهِ وخَلَّتِهِ وفَقرِهِ يومَ القِيامةِ» فَجعَلَ مُعَاوِيةُ رجُلًا على حَوَائجِ الناسِ. رواهُ أبُو داوُودَ والتِّرْمِذِيّ.
Abu Maryam al-Azdi (may Allah be pleased with him) reported that he said to Mu'awiyah (may Allah be pleased with him): I heard the Messenger of Allah (peace and blessings be upon him) say: "Whoever Allah places in charge of any of the affairs of the Muslims, then shuts himself off from their needs, their want, and their poverty, Allah will shut Himself off from his need, his want, and his poverty on the Day of Resurrection." So Mu'awiyah appointed a man to attend to people's needs. Narrated by Abu Dawud and al-Tirmidhi.

فاحتجب: أي أعرض عن مصالحهم وتوارى عن مطالبهم، وذلك بمنعه أصحاب الحاجات من الوصول إليه. خلتهم: حاجتهم وفقرهم. احتجب الله دون حاجته: أي لم يجب له دعاء ولم يحقق له أملًا.
Shuts himself off: that is, turns away from their interests and conceals himself from their requests, by preventing those with needs from reaching him. Their want: their need and poverty. Allah will shut Himself off from his need: that is, He will not answer his supplication nor fulfil any hope for him.

الجزاء من جنس العمل، فمن أعرض من الحكام عن حاجات شعبه منع الله عنه فضله، ولم يعطه حاجاته. تحذير الحكام من الاحتجاب دون الناس والإعراض عن تحقيق مصالحهم ومنعهم من الوصول إليهم. الحاكم العادل لا يأنف عن النصيحة وإذا ذُكِّر بشرع الله تعالى استجاب وأناب وقام بما يقتضيه ذلك.
The recompense is of the same kind as the deed: whichever ruler turns away from the needs of his people, Allah withholds His grace from him and does not grant him his needs. A warning to rulers against shutting themselves off from people, turning away from fulfilling their interests, and preventing them from reaching them. The just ruler does not disdain sincere counsel; when reminded of the law of Allah the Exalted, he responds, turns back in repentance, and does what it requires.
