عَنْ عائِذِ بنِ عَمْرٍو رَضِيَ اللهُ عَنْهُ: أَنَّهُ دَخَلَ على عُبيدِ اللهِ بْنِ زِيادٍ، فقال: أَيْ بُنَيَّ، إِنِّي سَمِعتُ رسولَ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّم يقولُ: «إنَّ شَرَّ الرِّعاءِ الحُطَمةُ» فإيَّاكَ أنْ تَكُونَ مِنْهُم. مُتَّفَقٌ عَلَيْهِ.
A'idh ibn Amr (may Allah be pleased with him) reported that he entered upon Ubayd Allah ibn Ziyad and said: O my son, I heard the Messenger of Allah (peace and blessings be upon him) say: "Indeed, the worst of shepherds is the harsh oppressor." So beware of being one of them. Agreed upon.

الرعاء: جمع راع وهو من كلّف بالرعاية من الأمراء والخلفاء. الحطمة: الفظّ القاسي الذي يظلم الناس ولا يرقّ لهم ويضرب بعضهم ببعض.
Shepherds: the plural of shepherd, meaning one charged with care, such as governors and caliphs. The harsh oppressor (al-hutamah): the coarse, cruel one who wrongs people, shows them no mercy, and sets them against one another.
