عَنْ عائشةَ رَضِيَ اللهُ عَنْها قالتْ: قال رسولُ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّم: «إذا أرَادَ اللهُ بالأمِيرِ خيرًا جَعَلَ له وزيرَ صِدْقٍ، إنْ نَسِي ذكَّرَهُ، وَإنْ ذَكَرَ أعَانَهُ، وَإذا أَرَادَ بهِ غَيرَ ذلكَ جعَلَ لهُ وَزِيرَ سُوءٍ، إنْ نَسيَ لمْ يُذَكِّرْهُ، وَإنْ ذَكَرَ لم يُعِنْهُ». رَوَاهُ أَبُو دَاوُودَ بإسْنَادٍ جَيِّدٍ عَلَى شَرْطِ مُسْلِمٍ.
Aisha (may Allah be pleased with her) reported: The Messenger of Allah (peace and blessings be upon him) said: "When Allah wills good for a ruler, He gives him a truthful minister: if he forgets, he reminds him, and if he remembers, he assists him. And when He wills otherwise for him, He gives him an evil minister: if he forgets, he does not remind him, and if he remembers, he does not assist him." Reported by Abu Dawud with a good chain meeting the conditions of Muslim.

وزير: الوزير هو الصاحب المؤازر الذي يلتجئ الأمير إلى رأيه وتدبيره ويحمل عنه شيئًا من أثقاله. صدق: صادق ناصح. إن نسي: أي شيئًا مما يجب فعله ويحقق مصلحة الأمة. وزير سوء: وزير سيّئ يميل إلى الشر والفساد ويرغب في ظلم الحاكم للرعية.
"Minister": the minister is the supporting companion whose opinion and management the ruler resorts to, and who bears some of his burdens for him. "Truthful": truthful and sincere. "If he forgets": that is, something that must be done and that serves the interest of the community. "An evil minister": a bad minister inclined to evil and corruption, who desires that the ruler wrong his subjects.

The presence of a righteous group around the ruler that guides him to good and assists him in it is a sign of Allah's granting him success and His pleasure with him, and in that is help toward establishing justice. A warning to rulers against the evil inner circle, for it is a cause of corruption and tyranny. History is full of painful episodes of the collapse of states due to the evil inner circle that surrounded rulers.
