عنْ أبي موسى الأَشْعريِّ رَضِيَ اللهُ عَنْهُ قال: دخَلتُ على النَّبِيِّ صَلّى اللهُ عَلَيْهِ وسَلَّمَ أنَا وَرَجُلانِ مِنْ بني عَمِّي، فقال أحَدُهُمَا: يا رسولَ اللهِ أمِّرنَا عَلى بعضِ مَا ولَّاكَ اللهُ عزَّ وجلَّ، وقالَ الآخرُ مِثْلَ ذلكَ، فقال: «إنَّا واللهِ لا نُوَلِّي هذَا العَمَلَ أحدًا سَأَلَهُ، أوْ أحَدًا حَرَصَ عليْهِ» مُتَّفَقٌ عَلَيْهِ.
Abu Musa al-Ash'ari (may Allah be pleased with him) reported: I entered upon the Prophet (peace and blessings be upon him) along with two men from among my paternal cousins. One of them said: "O Messenger of Allah, appoint us over some of what Allah (the Mighty and Majestic) has entrusted to you," and the other said the like of that. He said: "By Allah, we do not appoint to this work anyone who asks for it, nor anyone who is eager for it." Agreed upon (al-Bukhari and Muslim).

من بني عمي: من أقاربي وقبيلتي. أمِّرنا: اجعلنا أمراء. هذا العمل: الولاية على شيء من أمور المسلمين. حرص عليه: رغب به واهتم اهتمامًا شديدًا.
"From my paternal cousins": from my relatives and tribe. "Appoint us": make us commanders. "This work": authority over some of the affairs of the Muslims. "Is eager for it": desires it and is intensely concerned with it.

كراهة الحرص على تولّي إدارة شؤون الناس وتمنّي الإمارة، خوفًا من عدم وجود القدرة والمؤهّلات الضروريّة لذلك. لا يجوز تولية من طلب منصبًا، أو حرص عليه، لأنّ ذلك يشعر بأنّه يريده غالبًا لنفع نفسه لا للمصلحة العامة، وفي ذلك ضرر للأمة. على الحاكم أن لا يولي أحدًا منصبًا إلّا إذا كان كفؤًا له.
The dislike of being eager to take charge of managing people's affairs and coveting authority, out of fear of lacking the necessary capacity and qualifications for it. It is not permissible to appoint one who seeks a position or is eager for it, because that suggests he mostly wants it for his own benefit rather than the public interest, and in that is harm to the community. The ruler must not appoint anyone to a position unless he is competent for it.
