عنْ أسماءَ بنْتِ يزيدَ رَضِيَ اللّهُ عَنْهَا: أنَّ رسولَ اللّهِ صَلّى اللهُ عَلَيْهِ وسَلَّمَ مَرَّ في المَسْجِدِ يوْمًا وَعُصْبةٌ مِنَ النِّساءِ قُعوُدٌ، فَأَلْوَى بِيدِهِ بِالتَّسْلِيمِ. رواهُ التِّرْمِذِيُّ وقالَ: حَدِيثٌ حَسَنٌ. وهذا محمولٌ على أَنَّهُ صَلّى اللهُ عَلَيْهِ وسَلَّمَ جَمَعَ بَينَ اللَّفظِ والإشارةِ، ويُؤيِّدُهُ: أنَّ في رِوايةِ أبي دَاوُودَ: «فَسَلَّمَ عَليْنا».
From Asma bint Yazid (may Allah be pleased with her): that the Messenger of Allah (peace and blessings be upon him) passed through the mosque one day while a group of women were sitting, and he gestured with his hand in greeting. Reported by al-Tirmidhi, who said: a hasan (good) hadith. This is understood to mean that the Prophet (peace and blessings be upon him) combined the verbal utterance with the gesture, and this is supported by the fact that in Abu Dawud's narration: "So he greeted us."

عُصبة: جماعة نحو العشرة. ألوَى بيده: أشار.
"A group ('usbah)": a company of about ten. "He gestured with his hand": he pointed.

جواز الإشارة باليد مع التلفظ بالسلام عند التسليم على من كان بعيدًا ومن غير التلفظ لمن يكون في شغل يمنعه من التلفظ. أما الاقتصار على الإشارة فمكروه، وذلك بدليل النهي عن التسليم بالإشارة في حديث آخر وأنه من فعل غير المسلمين. لا حرج في السلام على النساء من غير المحارم، فالسلام مشروع في حقّ الجميع، الرجال والنساء، فإذا سلم عليها أو رد عليها السلام من دون تهمة ولا فتنة فلا حرج في ذلك.
The permissibility of gesturing with the hand along with uttering the greeting when giving salam to one who is far away, and of gesturing without utterance to one who is occupied with something that prevents him from speaking. As for limiting oneself to the gesture alone, it is disliked, as evidenced by the prohibition of greeting by gesture in another hadith, and that it is the practice of non-Muslims. There is no harm in greeting non-mahram women, for the greeting is legislated for all, men and women; so if one greets her or returns her greeting without any suspicion or temptation, there is no harm in that.
