عَنْ حَفْصَةَ رَضِيَ اللّهُ عَنْهَا: أَنَّ رسُولَ اللّهِ صَلّى اللّهُ عَلَيْهِ وسَلَّمَ كانَ إِذَا أَذَّنَ المُؤَذِّنُ لِلصُّبْحِ وَبَدَا الصُّبْحُ صَلَّى رَكْعَتَيْنِ خَفِيفَتَيْنِ. مُتَّفَقٌ عَلَيْهِ. وفي رِوَايَةٍ لِمُسْلِمٍ: كَانَ رَسُولُ اللّهِ صَلّى اللّهُ عَلَيْهِ وسَلَّمَ إِذَا طَلَعَ الفَجْرُ لاَ يُصَلِّي إِلّا رَكْعَتَيْنِ خَفِيفَتَيْنِ.
Hafsah (may Allah be pleased with her) reported that when the muezzin called for the dawn prayer and dawn had appeared, the Messenger of Allah (peace and blessings be upon him) would pray two light rak'ahs. Agreed upon (al-Bukhari and Muslim). In a narration of Muslim: When dawn broke, the Messenger of Allah (peace and blessings be upon him) would pray nothing but two light rak'ahs.

وبدا الصبح: أي ظهر الفجر الصادق، وهو الذي يطلع معترضًا في الأفق.
"And dawn had appeared" (wa bada al-subh): that is, the true dawn appeared, which is the one that rises spreading across the horizon.

أنّ وقت سنّة الصبح إنّما يكون بعد التحقق من طلوع الفجر الصادق. الاقتصار بعد طلوع الفجر على ركعتي سنّة الصبح، والسنّة فيهما التخفيف.
That the time of the sunnah of the dawn prayer comes only after ascertaining the rising of the true dawn. Limiting oneself, after the rising of dawn, to the two sunnah rak'ahs of the dawn prayer; and the sunnah in them is to make them light.
