عَنْ أَبِي موسى الأَشْعَرِيِّ رضيَ اللّه عنه، عن النبيِّ صَلّى اللّهُ عَلَيْهِ وسَلَّم أَنَّهُ قال: «الخَازِنُ المُسْلِمُ الأَمِينُ الذي يُنَفِّذُ ما أُمِرَ بِهِ، فَيُعْطِيهِ كَامِلًا مُوفَّرًا، طَيِّبَةً بِهِ نَفْسُهُ فَيَدْفَعُهُ إِلى الذي أُمِرَ لَهُ بِهِ أَحَدُ المُتَصَدِّقين» متفقٌ عليه. • وفي رواية: «الذي يُعْطِي مَا أُمِرَ بِهِ». وضبَطوا المُتَصدِّقين: بفتح القاف مع كسر النون على التَّثْنِيَةِ، وعَكْسُهُ عَلَى الجمْعِ وكلاهُمَا صَحِيحٌ.
On the authority of Abu Musa al-Ash'ari (may Allah be pleased with him), from the Prophet (peace be upon him), who said: 'The Muslim treasurer who is trustworthy, who carries out what he is commanded to do, giving it in full and complete, with a willing heart, delivering it to the one he was commanded to give it to — he is one of the two givers of charity.' Agreed upon (narrated by al-Bukhari and Muslim). In another narration: 'The one who gives what he is commanded to give.' The scholars vocalized 'the two givers of charity' (al-mutasaddiqayn) with a fathah on the qaf and kasrah on the nun for the dual form, and the reverse for the plural form — both are correct.
الشرح · explanation
الخازن: هو الذي يخزن مال غيره بإذنه ويؤتمَن عليه. كاملًا مُوَفَّرًا: تامًّا لا ينقص منه شيئًا، وأن يعطيه لمن أُمِرَ بِدَفعِه إليه. طيبة به نفسه: أي لا يَحسد المتصدَّق عليه ولا يُؤذيه بفعل أو قول أو يُظهِر أن له فضلًا عليه. أحد المتصدِّقَيْنِ: أي للخازن مثل ذلك لا يُنقص بعضهم أجر بعض.
Treasurer (al-khazin): The one who stores the wealth of another with his permission and is entrusted with it. In full and complete (kamilan muwaffaran): Whole, with nothing deducted from it, and that he gives it to the one he was commanded to deliver it to. With a willing heart (tayyibah bihi nafsuhu): Not envying the recipient nor harming him by word or deed, nor showing that he has done him a favor. One of the two givers of charity (ahad al-mutasaddiqayn): Meaning the treasurer receives a reward similar to the giver's, and one does not diminish the reward of the other.

الخازن المسلم الأمين... إلى قوله طيبة به نفسه؛ هذه الأوصاف لا بد من اعتبارها في تحصيل أجر الصدقة للخازن. لا يجوز لأحد أن يتصدق من مال غيره بغير إذنه. يدخل في الخازن من يتخذه الرجل على عياله من وكيل وعبد وامرأة وغلام. أنّ من وُكِّل في تحقيق عمل من أعمال الخير فقام بما وُكِّل به على خير وجه عن رغبةٍ فيه ورضًى عنه؛ كان له مثل أجر الفاعل الحقيقي الذي وكله به، وكذلك كل من شارك أو ساهم في تحصيل نفع ودفع ضرّ ولو لم ينفق شيئًا من المال في سبيله. لا بد للخازن من إذن المالك في التصدّق، فإن لم يكن إذن أصلًا فلا أجر له، بل عليه وزر بتصرفه في مال غيره من غير إذنه. حرص الإسلام على أداء الواجبات والمسؤوليات على الوجه الأكمل من غير تغيير أو إنقاص حق. العامل المخلص المُؤتمَن الذي ينفق مال الأمّة على المصالح العامة يُرجى له من الأجر كما لو أنفق من مال نفسه.
The Muslim treasurer who is trustworthy... up to 'with a willing heart' — all these qualities must be present for the treasurer to attain the reward of charity. No one may give charity from another's wealth without his permission. The term 'treasurer' includes anyone whom a man appoints over his dependents, such as an agent, servant, wife, or attendant. Whoever is entrusted with carrying out a charitable deed and fulfills his duty in the best manner with willingness and contentment receives a reward equal to that of the actual donor. Likewise, everyone who participates or contributes to achieving benefit or preventing harm, even without spending any of his own money. The treasurer must have the owner's permission to give charity; if there is no permission at all, there is no reward for him — rather, he bears the sin of disposing of another's wealth without authorization. Islam's insistence on fulfilling duties and responsibilities in the most complete manner, without alteration or reduction of anyone's right. The faithful, trustworthy worker who spends the nation's wealth on the public interest can hope for a reward as though he had spent from his own wealth.
