On the authority of Abu al-Walid, Ubadah ibn al-Samit (may Allah be pleased with him), who said: 'We gave our pledge of allegiance to the Messenger of Allah (peace be upon him) to hear and obey in times of hardship and ease, in what we like and what we dislike, and even when others are given preference over us; and that we would not dispute the authority of those in power, unless we see clear disbelief regarding which we have proof from Allah the Most High; and that we would speak the truth wherever we may be, not fearing the blame of any critic for the sake of Allah.' Agreed upon (narrated by al-Bukhari and Muslim).

The exhortation to hear and obey the Muslim rulers in what is not sinful. The fruit of obedience in all that was mentioned in the hadith is the unity of the Muslim community and the rejection of discord from its ranks. One should not contest those in authority unless a confirmed evil appears from them that violates the principles of Islam, at which point it becomes obligatory to censure them and stand for the truth. It is forbidden by consensus to rebel against Muslim rulers and fight them, even if they are sinful, because the chaos caused by rebellion is a greater evil than enduring the sins of the rulers. A believer may face hardship and severity for proclaiming the truth, and this makes his action among the greatest forms of jihad, so long as he neither hopes in nor fears anyone but Allah the Most High. Scholars are unanimously agreed that enjoining good and forbidding evil is a communal obligation (fard kifayah).
