عنْ أَبِي عبدِ اللّه طارِقِ بنِ شِهابٍ الْبَجَلِيِّ الأَحْمَسِيِّ رضي اللّه عنه، أَنَّ رجلًا سأَلَ النَّبِيَّ صَلّى اللّهُ عَلَيْهِ وسَلَّم، وقَدْ وَضعَ رِجْلَهُ في الغَرْزِ، أَيُّ الْجِهادِ أَفْضَلُ؟ قَالَ: «كَلِمَةُ حقٍّ عِنْدَ سُلْطَانٍ جائِر» رَوَاهُ النسائيُّ بإسنادٍ صحيحٍ.
Abu 'Abdullah Tariq ibn Shihab al-Bajali al-Ahmasi (may Allah be pleased with him) reported that a man asked the Prophet (peace be upon him) — while he had already placed his foot in the stirrup — "Which jihad is the best?" He said: "A word of truth before a tyrannical ruler." Narrated by al-Nasa'i with an authentic chain of narration.

الْغَرْز: هُوَ ركَابُ كَورِ الْجمَلِ، وكل ما كان مِساكًا للرِّجلين في المركب.
The stirrup (al-gharz): It is the footrest of the camel saddle, and any device that serves as a foothold when mounting a riding animal.

الأمر بالمعروف والنهي عن المنكر عند السلطان الظالم من أفضل الجهاد، لأنّه يدل على كمال يقين فاعله وقوة إيمانه، حيث تكلّم عند ذلك الحاكم الجبّار ولم يخف من جوره وبطشه، بل باع نفسه للّه، وقدّم أمر اللّه وحقّه على حقّ نفسه، وفي هذا مخاطرة أشدّ من مخاطرة المقاتل في ساحة المعركة.
Enjoining good and forbidding evil before a tyrannical ruler is among the best forms of jihad, because it demonstrates the completeness of one's certainty and the strength of one's faith. Such a person speaks before that oppressive ruler without fearing his tyranny or violence; rather, he devotes himself to Allah, placing Allah's command and rights above his own. In this there is a risk greater than that faced by a warrior on the battlefield.
