Riyad Al Salihin

Abu Bakr al-Siddiq (may Allah be pleased with him) said: "O people! You recite this verse: 'O you who believe! Guard your own souls. If you follow right guidance, no hurt can come to you from those who are astray' [al-Ma'idah: 105]. But I heard the Messenger of Allah (peace be upon him) say: 'When people see a wrongdoer and do not restrain him, it is imminent that Allah will encompass them all with a punishment from Him.'" Narrated by Abu Dawud, al-Tirmidhi, and al-Nasa'i with authentic chains of narration.

The Muslim community must be united in solidarity, mutual advice, and enjoining one another to follow Allah's guidance. Once they do so, no harm will come to them from the misguidance of others around them. However, this does not exempt them from calling all people to guidance. Allah's punishment encompasses both the wrongdoer — for his wrongdoing — and the one who is not a wrongdoer — if he approves of the wrongdoing while being capable of preventing it. An individual believer must not assume he is exempt from enjoining good and forbidding evil simply because he is personally guided, nor should the Muslim community assume it is exempt from establishing Allah's law on earth simply because it is itself guided while others around it have gone astray — that is certainly not the case.
