Riyad Al Salihin

'Abdullah ibn 'Amr ibn al-'As (may Allah be pleased with both of them) reported that the Prophet (peace be upon him) said: "A true Muslim is one from whose tongue and hand other Muslims are safe, and a true emigrant (muhajir) is one who abandons what Allah has forbidden." Agreed upon (narrated by al-Bukhari and Muslim).

The Muslim (al-muslim): meaning the complete and best Muslim — because other Muslims are safe from his tongue and hand. The emigrant (al-muhajir): from al-hajr, meaning abandonment. What is meant in this hadith is the abandonment of sins.

The perfection of Islam and faith is only achieved when one refrains from causing harm to others, whether material or verbal. The encouragement to abandon sins and to refrain from harming Muslims, and to adhere to what Allah, the Most High, has commanded. Hijrah to Madinah was obligatory before the conquest of Makkah; the obligation was abrogated after the conquest of Makkah.
