Ibn 'Abbas (may Allah be pleased with both of them) said: The Messenger of Allah (peace be upon him) said: "The nations were shown to me. I saw a prophet with a small group, a prophet with one or two men, and a prophet with no one at all. Then a great multitude was raised before me, and I thought they were my nation. But it was said to me: 'This is Musa (Moses) (peace be upon him) and his people. But look toward the horizon.' So I looked, and there was a great multitude. Then it was said to me: 'Look toward the other horizon,' and there was another great multitude. It was said to me: 'This is your nation, and among them are seventy thousand who will enter Paradise without being called to account and without punishment.' Then he (peace be upon him) rose and entered his dwelling. The people then began to discuss who those might be who would enter Paradise without reckoning or punishment. Some said: 'Perhaps they are those who accompanied the Messenger of Allah (peace be upon him).' Others said: 'Perhaps they are those who were born in Islam and never associated anything with Allah.' They mentioned various possibilities. Then the Messenger of Allah (peace be upon him) came out and said: 'What are you discussing?' They told him, and he said: 'They are those who do not perform ruqyah, do not ask others to perform ruqyah for them, do not take omens, and they place their trust in their Lord.' Then 'Ukkasha ibn Mihsan stood and said: 'Pray to Allah to make me one of them.' He said: 'You are one of them.' Then another man stood and said: 'Pray to Allah to make me one of them.' He said: 'Ukkasha has preceded you in that.'" Agreed upon (narrated by al-Bukhari and Muslim).
'Uridat 'alayya al-umam: meaning the nations were shown to him (peace be upon him) along with their prophets. Al-Ruhayt: diminutive of raht, which refers to fewer than ten people. Rufi'a li sawad: meaning a large number of people. Al-Ufuq: the horizon, the side or direction. Fa khadha al-nas fi ula'ik: each one speculated according to his assumption. La yastarqun: meaning they do not ask anyone to perform ruqyah (recitation) for them when afflicted, due to the intensity of their reliance on Allah. La yaktawun: meaning they do not ask anyone to cauterize them when they are ill. Wa la yatatayarun: meaning they do not take bad omens from anything seen, heard, or otherwise. Yatawakkalun: they entrust their affairs to Allah the Exalted with trust in Him while taking the appropriate means. Sabaqaka biha 'Ukkashah: the Prophet (peace be upon him) responded to the other man gently without saying 'you are not one of them.' It is said this was because he (peace be upon him) knew the man was a hypocrite, and the hypocrite does not enter Paradise. Other scholars said he said this to avoid opening the door so that those undeserving would come forward asking to be included among those who enter Paradise without reckoning or punishment.

Does seeking ruqyah -- meaning asking someone to recite over you when afflicted -- exclude a person from deserving to enter Paradise without reckoning or punishment? Some scholars said: Yes, this is the apparent meaning of the hadith; one should rely on Allah, be patient, and ask Allah for well-being. Others said: This applies to one who seeks ruqyah before being afflicted, making it a request for ruqyah for an anticipated matter rather than an actual one, and likewise regarding cauterization. Lawful ruqyah has three conditions: First: The ruqyah should consist of the words of Allah the Exalted, His Names, His Attributes, or what is authentically reported from the Prophet (peace be upon him). Second: It should be in the Arabic language or in a language whose meaning is understood. Third: The belief that ruqyah does not have an independent effect; rather, the effect comes from Allah the Exalted. With these conditions, ruqyah is valid. For its effectiveness, two additional conditions apply: First: concerning the one performing ruqyah -- he should be a person of faith, righteousness, and presence of heart in what he recites. Second: concerning the one receiving ruqyah -- he should be relying on Allah the Exalted and have certainty in His healing and the benefit of His verses, not coming for ruqyah merely as an experiment or to try it out, for such a person will not benefit. Believing in omens (tiyarah) is forbidden. No one should take bad omens from birds, days, months, or anything else, because it contradicts monotheism (Tawhid), for the superstitious person has severed his trust in Allah and relied on something that has no reality. Superstition, in addition to being a form of minor polytheism (shirk), is also a source of grief for the person, as he becomes distressed by everything he sees.
