Riyad Al Salihin

Abu Saʿid al-Khudrī (may Allah be pleased with him) reported from the Prophet (peace be upon him) who said: "The Paradise and the Fire disputed. The Fire said, 'In me are the tyrants and the arrogant.' The Paradise said, 'In me are the weak and the poor.' Allah judged between them: 'You are Paradise, My mercy — through you I show mercy to whomever I will; and you are the Fire, My punishment — through you I punish whomever I will; and each of you has its fill from Me.'" [Muslim]

"Disputed" (iḥtajjat): quarreled, each presenting its argument against the other. "In me": meaning will enter me. "The tyrants": those who overpower others and oppress them. "The weak of the people": the humble among them, or those counted weak due to poverty. "The poor": the needy. "Each of you will have its fill from Me": each of Paradise and the Fire has what fills it.

Allah the Exalted willed to leave people free, each choosing the deeds he desires, after He had shown them the path of truth from falsehood; He knew that one group would choose the path of evil and end in the Fire filling it, and that another would choose the path of good and end in Paradise filling it. Glad tidings to the oppressed believers of Paradise, and a warning to the arrogant and tyrants of the Fire. The weak and poor intended are those whose innate disposition remained sound, free of deceit or trickery, and who do not take paths of evil; not those who pretend weakness to gain people's sympathy while being full of schemes and deception.
