عن أبي هريرة رضي اللّهُ عنه قال: قال رسولُ اللّهِ صَلّى اللّهُ عَلَيْهِ وسَلَّم: «لَيْسَ المِسْكِينُ الذي تَرُدُّهُ التَّمْرةُ وَالتَّمْرتَانِ، ولا اللُّقْمةُ واللُّقْمتانِ، إِنَّمَا المِسْكِينُ الذي يَتَعَفَّفُ» متفقٌ عليه.
Abu Hurayrah (may Allah be pleased with him) reported: The Messenger of Allah (peace be upon him) said, "The poor person (miskīn) is not the one who is sent away by a date or two, or a morsel or two. The true poor person is the one who refrains from asking." [Agreed upon]

وفي رواية في «الصحيحين»: «لَيْسَ المِسْكِينُ الذي يطُوفُ علَى النَّاسِ تَرُدُّهُ اللُّقْمةُ واللُّقْمتَان، وَالتَّمْرةُ وَالتَّمْرتَانِ، ولَكِنَّ المِسْكِينَ الذي لا يَجِدُ غِنًى يُغْنِيه، وَلا يُفْطَنُ بِهِ فيُتَصَدَّقَ عَلَيهِ، وَلا يَقُومُ فَيَسْأَلَ النَّاسَ». المِسكِين: الّذي لا شيءَ له يكفي عياله، وقيل الّذي أسكنه الفقر، أي قلَّل حركته. يتعفف: لا يسأل الناس مُساعدتَه مع شدّة حاجتِه. لا يُفطَن: لا يُعلَم احتياجُه ولا يُنتبَه له لتعفّفه.
In a narration in the two Ṣaḥīḥs: "The poor person is not the one who goes around asking people, sent away by a morsel or two, or a date or two; rather the poor person is one who finds no sufficient means to make him independent, whose condition is not noticed so that charity is given to him, and who does not stand up to beg from people." "Al-miskīn": one who has nothing sufficient for his dependents, or one whom poverty has confined — restricting his movement. "Yataʿaffaf": does not ask people for help despite the severity of his need. "Is not noticed": his need is not known or noticed because of his reserve.

نفى صلّى اللّه عليه وسلّم المسكنة عن السائل الطوَّاف لأنّه تأتيه الكفاية، وقد تأتيه الزكاة زيادة عليها فتزول خصاصته ويسقط اسم المسكنة عنه، وإنّما تدوم الحاجة والمسكنة فيمن لا يسأل ولا يُعطف عليه فيعطى. ذمّ سؤال الناس والتسول منهم. الحضّ على التعفّف، قال تعالى في مدح من هذا شأنه: {يَحْسَبُهُمُ الْجَاهِلُ أَغْنِيَاءَ مِنَ التَّعَفُّفِ}. ظاهرة التسوُّل والتظاهر بالمسكنة والاستجداء مع الإلحاح ليست من الإسلام في شيء، والأَولى بأصحاب الأموال من المسلمين أن يدفعوا صدقاتهم إلى المستحقين ويمنعوها عن هؤلاء المتظاهرين بالمسكنة ومحترفي الاستجداء.
The Prophet (peace be upon him) denied the title of destitution to the beggar who goes around asking, because sufficiency comes to him; he even receives zakat beyond that, so his need is removed and the name "poverty" no longer applies. True need and poverty endure in one who does not ask and to whom no compassion is extended, so he receives nothing. Criticism of asking people and begging from them. Encouragement of self-restraint (taʿaffuf). Allah praises such people: "The ignorant would think them rich because of their modesty" [al-Baqarah]. The phenomenon of begging and pretending poverty with insistence is not part of Islam; Muslims of means should give their charity to the deserving and withhold it from these pretenders and professional beggars.
