عن أَنسٍ رَضِيَ اللهُ عَنْهُ قالَ: قالَ رسُولُ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّم، لأُبَيِّ بْنِ كَعْبٍ رَضِيَ اللهُ عَنْهُ: «إِنَّ اللهَ عَزَّ وجَلَّ أَمَرَنِي أَنْ أَقْرَأَ علَيْكَ: لَمْ يَكُنِ الَّذِينَ كَفَرُوا» قَالَ: وَسَمَّاني؟ قال: «نَعَمْ» فَبَكى أُبَيٌّ. مُتَّفَقٌ عَلَيْهِ. وفي روايةٍ: فَجَعَلَ أُبَيٌّ يَبْكي.
Anas (may Allah be pleased with him) reported that the Messenger of Allah (peace and blessings be upon him) said to Ubayy ibn Ka'b (may Allah be pleased with him): "Allah, the Mighty and Majestic, has commanded me to recite to you: 'Those who disbelieved were not...'" He said: And did He name me? He said: "Yes." So Ubayy wept. Agreed upon. In another narration: So Ubayy began to weep.

أَنْ أَقْرَأَ علَيْكَ: {لَمْ يَكُنِ الَّذِينَ كَفَرُوا}: أي السورة بكاملها، وهي سورة البينة.
That I should recite to you: {Those who disbelieved were not...}: that is, the entire surah, which is Surat al-Bayyinah.

The legitimacy of weeping out of joy and gladness when a blessing is attained, and out of fear of falling short in giving thanks to the Bestower of blessings, Glorified is He. The virtue of Ubayy ibn Ka'b (may Allah be pleased with him) and his standing in the memorization and recitation of the Qur'an. The recommendation of presenting the Qur'an to others, and that this is a sunnah. Humility in taking knowledge from those who possess it, even if they are of lower rank.
