Abu Umamah (may Allah be pleased with him) reported that the Messenger of Allah (peace and blessings be upon him) said: "O son of Adam, that you give away your surplus is better for you, and that you withhold it is worse for you. You will not be blamed for keeping only what suffices you. Begin with those whom you are responsible to support." Reported by al-Tirmidhi, who said: a sound and authentic hadith.
The surplus (al-fadl): what is in excess of one's need. You will not be blamed: no blame or reproach from the Sacred Law will attach to you. What suffices you (kafaf): withholding only the measure of one's need. Those whom you support: those whose maintenance is obligatory upon you.
There is no condemnation of a person's setting aside the measure of his dependents' need from his wealth. Encouragement to spend the surplus beyond one's need in avenues of good and righteousness; withholding this surplus may be an evil for a person when there are among the people those who need it to sustain their lives. It is incumbent upon a person to begin first with the obligatory maintenance of his dependents, because spending on them is an individual obligation, whereas spending on others is either a communal obligation or recommended.
