حديث 533·الباب 57 · باب القناعة والعفاف والاقتصاد في المعيشة والإنفاق وذم السؤال من غير ضرورة.·رياض الصالحين · Riyad Al Salihin

عن سمُرَةَ بنِ جُنْدبٍ رضي الله عنه قال: قال رسُولُ الله صلّى الله  عليه وسَلَّم: «إِنَّ المَسأَلَةَ كَدٌّ يكُدُّ بها الرَّجُلُ وجْهَهُ، إِلّا أَنْ يَسأَلَ الرَّجُلُ سُلْطانًا أَو في أَمْرٍ لا بُدَّ مِنْهُ» رواهُ الترمذي وقال: حديث حسن صحيح.

Samurah ibn Jundub (may Allah be pleased with him) reported that the Messenger of Allah (peace and blessings be upon him) said: "Begging is a means by which a man scratches his own face, except that a man asks of a ruler, or in a matter from which there is no escape." Narrated by al-Tirmidhi, who said: it is a good and authentic (hasan sahih) hadith.

الشرح · explanation

كَدّ: جهد وخَدْش وَنحوُه. سلطانًا: ولي الأمر يطلب منه ما استحقه من بيت المال من زكاة أو نحوه. أمر لا بد منه: حاجة لا يستطيع الاستغناء عنها.

Kadd (scratching): exertion, scraping and the like. A ruler: the person in authority, from whom one asks for what one is entitled to from the public treasury, such as zakah and the like. A matter from which there is no escape: a need one cannot do without.

جواز سؤال السلطان للحاجة، وكذلك سؤال الناس، وجواز قبول العطايا ما لم يعلمها حرامًا، والنهي عن ذلك في غيرها. جواز المسألة عند الحاجة والضرورة، بل تجب في بعض الأحيان.

It is permissible to ask the ruler when there is need, and likewise to ask people, and it is permissible to accept gifts so long as one does not know them to be unlawful; begging is otherwise prohibited. Begging is permissible at the time of need and necessity, and indeed it sometimes becomes obligatory.
