Ibn Mas'ud (may Allah be pleased with him) reported that the Prophet (peace and blessings be upon him) said: "There is no envy except in two cases: a man whom Allah has given wealth and granted the power to spend it in the way of truth, and a man whom Allah has given wisdom by which he judges and which he teaches." Agreed upon.
No envy: the basic meaning of envy (hasad) is a person's wishing for the removal of a blessing from another, which is unlawful. What is meant here is ghibtah (admiring emulation), namely a person's wishing to have a blessing like it while it remains with its possessor; this is permissible. Granted the power: that is, Allah enabled him to spend it in avenues of good. Its expenditure: the avenues of its spending and the channels of its disbursement. In the way of truth: in the various kinds of righteousness and aspects of good. Wisdom: that is, knowledge; and it is said: knowledge of the rulings of the Sacred Law. Judges by it: he rules and gives verdicts among people in accordance with it.
