Abdullah ibn Mas'ud (may Allah be pleased with him) reported that the Messenger of Allah (peace and blessings be upon him) said: "There is no envy except in two cases: a man whom Allah has given wealth and He has empowered him to spend it in the cause of truth, and a man whom Allah has given wisdom and he judges by it and teaches it." Agreed upon.
There is no envy (la hasad): the original meaning of hasad (envy) is a person's wishing for the removal of a blessing from another, and this is forbidden; what is intended here is ghibtah (admiring emulation), which is a person's wishing to have a blessing like another's while it remains with its owner, and this is permissible. He empowered him (fa-sallatahu): meaning Allah enabled him to spend it in avenues of good. Its spending (halakatihi): the avenues of its spending and the channels of its disbursement. In truth (fi al-haqq): in the various kinds of righteousness and avenues of good. Wisdom (hikmah): meaning knowledge; and it is said: knowledge of the rulings of the Sacred Law. He judges by it (yaqdi biha): he rules and gives verdicts among people in accordance with it.

The merit of the wealthy person who is not miserly with what Allah has given him. The encouragement to acquire knowledge of the rulings of the religion and to teach that to people. No one should be admired with emulation except for one of these two qualities, due to the immensity of their benefit.
