Riyad Al Salihin

Abu Sa'id al-Khudri (may Allah be pleased with him) reported that the Prophet (peace and blessings be upon him) said, "Paradise and the Fire disputed. The Fire said, 'In me are the tyrants and the arrogant.' And Paradise said, 'In me are the weak of people and their poor.' So Allah judged between them: 'You are Paradise, My mercy; through you I show mercy to whom I will. And you are the Fire, My punishment; through you I punish whom I will. And it is binding upon Me to fill each of you.'" [Reported by Muslim]

Disputed: that is, they contended, each of them advancing its argument against the other. In me: that is, there enters me. The tyrants: those who behave tyrannically toward people and subjugate them. The weak of people: the humble among them, or those made weak by their poverty. Their poor: the needy. It is binding upon Me to fill each of you: that is, each of Paradise and the Fire shall have what fills it.

That Allah Most High has willed to leave people free, each choosing the deeds he wishes, after He has made clear to them the path of truth from falsehood. He, Glorified is He, knew that a group would choose the path of evil and its destination would be the Fire, filling it, and that a group would choose the path of good and its destination would be Paradise, filling it. Glad tidings of Paradise for the weak believers, and a threat of the Fire for the arrogant and the tyrants. What is meant by the weak and the poor are those whose natural disposition is free of cunning or deceit and who do not tread the paths of evil; what is not meant are those who feign weakness and poverty to draw people's sympathy upon themselves while they are people of trickery, cunning, and deceit.
