عَنْ أبي يَعْلَى مَعْقِلِ بنِ يَسَارٍ رَضِيَ اللهُ عَنْهُ قال: سمعتُ رسولَ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّم يقول: «ما مِنْ عبدٍ يسترعِيهِ اللهُ رعيَّةً، يَمُوتُ يومَ يَموتُ وهُوَ غَاشٌّ لِرَعِيَّتِهِ إلَّا حَرَّمَ اللهُ علَيهِ الجَنَّةَ» مُتَّفَقٌ عَلَيْهِ. وفي روايةٍ: «فَلَم يَحُطْهَا بِنُصْحِهِ لمْ يجِدْ رَائحَةَ الجَنَّةِ ». وفي روايةٍ لمسـلمٍ: «ما مِنْ أَمِيرٍ يَلِي أُمورَ المُسلِمينَ، ثُمَّ لا يَجهَدُ لَهُم، ويَنْصحُ لهُمْ إلَّا لَم يَدْخُلْ مَعَهُمُ الجَنَّةَ».
Abu Ya'la Ma'qil ibn Yasar (may Allah be pleased with him) reported: I heard the Messenger of Allah (peace and blessings be upon him) say: "There is no servant whom Allah entrusts with a flock and who dies on the day he dies while deceiving his flock, except that Allah forbids Paradise to him." Agreed upon. In another narration: "and he does not safeguard them with sincere counsel, he will not find the fragrance of Paradise." In a narration of Muslim: "There is no ruler in charge of the affairs of the Muslims who then does not strive for them and counsel them sincerely, except that he will not enter Paradise with them."

يسترعيه: يُفوّض إليه رعاية وسياسة رعيته. غاش: خائن لهم ومضيع لحقوقهم. حرم الله عليه الجنة: أي حرم الله عليه دخولها مع الفائزين أول الأمر، أو حرمها عليه مطلقاً إن استحل غش المسلمين وخيانتهم . لم يحطها: لم يصنها ويحافظ على حقوقها ويحفظها. لا يجهد لهم: لم يبذل غاية جهده وطاقته من أجلهم.
Entrusts with a flock: delegates to him the care and governance of his flock. Deceiving: betraying them and squandering their rights. Allah forbids Paradise to him: that is, Allah forbids him from entering it among the foremost successful ones at first, or forbids it to him absolutely if he deems the deception and betrayal of the Muslims lawful. He does not safeguard them: he does not protect them, preserve their rights, or guard them. Does not strive for them: he does not exert the utmost of his effort and capacity on their behalf.

تحذير الحكام من التفريط في حق رعاياهم وإهمال قضاياهم وتضييع حقوقهم. بيان واجب الحكام في بذل أقصى جهودهم فيما يُصلح أمر رعاياهم، وأن من فرط في ذلك حرم الجنّة مع الفائزين. بيان عظيم مسؤولية تولّي شؤون الغير سواء كانت تلك المسؤوليّة كبيرة أم صغيرة.
A warning to rulers against neglecting the rights of their flock, disregarding their affairs, and squandering their rights. A clarification of the rulers' duty to exert their utmost efforts in what sets right the affairs of their flock, and that whoever falls short in this is barred from Paradise among the foremost successful. A clarification of the immense responsibility of taking charge of the affairs of others, whether that responsibility be great or small.
