عَنْ عائشةَ رَضِيَ اللهُ عَنْهَا قالتْ: سمعتُ رسولَ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّمَ يقولُ في بيْتي هذا: «اللَّهمَّ، منْ وَلِيَ منْ أمرِ أُمَّتي شيئًا فشقَّ عليهمْ فاشْقُقْ عليْهِ، ومنْ وَلِيَ منْ أمْرِ أُمَّتِي شيئًا فَرَفَقَ بِهِمْ فَارْفُقْ بِهِ» رَوَاهُ مُسْلِم.
A'ishah (may Allah be pleased with her) reported: I heard the Messenger of Allah (peace and blessings be upon him) say in this house of mine: "O Allah, whoever takes charge of any of the affairs of my nation and is harsh with them, be harsh with him; and whoever takes charge of any of the affairs of my nation and is gentle with them, be gentle with him." Narrated by Muslim.
الشرح · explanation
شقّ عليهم: ضيّق وشدّد عليهم بغير حق. فرفق بهم: عطف عليهم وكان ليِّنا معهم ورعى حقوقهم.
Is harsh with them: constrains them and treats them with severity without right. Is gentle with them: shows them compassion, is lenient with them, and observes their rights.

أنّ الجزاء من جنس العمل، فإذا شقّ الحاكم على أمّته وضيّق عليهم أوقعه الله في المشاقّ في الدنيا بتسليط الأعادي والناقمين عليه، وفي الآخرة بأنواع التعذيب. اهتمام النَّبِيّ صلى الله عليه وسلم بأمور أمته.
The recompense is of the same kind as the deed: if a ruler is harsh with his nation and constrains them, Allah will cast him into hardships in this world by setting enemies and resentful people against him, and in the Hereafter through various kinds of punishment. The Prophet's (peace and blessings be upon him) concern for the affairs of his nation.
