حديث 661·الباب 79 · باب الوالي العادل·رياض الصالحين · Riyad Al Salihin

عَنْ عوفِ بنِ مالكٍ رَضِيَ اللهُ عَنْهُ قال : سمِعْتُ رسولَ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّم يقولُ: «خِيَارُ أَئِمَّتِكُمُ الَّذينَ تُحِبُّونهُمْ ويُحبُّونكُمْ ، وتُصَلُّونَ علَيْهِمْ ويُصَلُّونَ علَيْكُمْ ، وشِرَارُ أَئمَّتِكُمُ الَّذينَ تُبْغِضُونهُمْ ويُبْغِضُونَكُمْ ، وتَلْعَنونَهُمْ ويَلْعَنُونَكُمْ» قال: قُلْنا: يا رسُولَ اللهِ، أَفَلا نُنابِذُهُمْ؟ قالَ: « لا، ما أَقَامُوا فِيكُمُ الصَّلاةَ، لا، ما أَقَامُوا فيكُمُ الصَلاةَ» رَوَاهُ مُسْلِمٌ.

Awf ibn Malik (may Allah be pleased with him) reported: I heard the Messenger of Allah (peace and blessings be upon him) say: "The best of your rulers are those whom you love and who love you, for whom you pray and who pray for you; and the worst of your rulers are those whom you hate and who hate you, whom you curse and who curse you." He said: We asked: O Messenger of Allah, should we not then rebel against them? He said: "No, so long as they establish the prayer among you; no, so long as they establish the prayer among you." Narrated by Muslim.

الشرح · explanation

خيار: جمع خير بمعنى أفضل. أئمتكم: جمع إمام والمراد ولاة أمركم سواء السلطان الأعلى أو من دونه. تحبونهم: أي لحسن سيرتهم وعدلهم. ويحبونكم: لامتثالكم. تُصَلُّونَ عَلَيْهِمْ: تَدْعونَ لهُمْ. تلعنونهم: أي تسبُّونهم وتدعون عليهم لما وقع عليكم من ظلم منهم. ننابذهم :ننقض بيعتهم ونخالفهم ونخرج عليهم ونقاتلهم.

The best (khiyar): the plural of khayr, meaning the most excellent. Your rulers: the plural of imam, meaning those in authority over you, whether the supreme ruler or those beneath him. You love them: that is, for the goodness of their conduct and their justice. And they love you: for your compliance. You pray for them: you supplicate for them. You curse them: that is, you revile them and invoke against them because of the injustice that befell you from them. Rebel against them: we break our pledge of allegiance to them, oppose them, rise up against them, and fight them.

حثّ ولاة الأمور على العدل في الرعية، لتتحقق الألفة بينهم. حثّ الناس على طاعة ولاة الأمر في غير معصية. المناصحة بين الحكام والرعية تجلب المودة والألفة وبها يسود الأمن والرخاء. عدم الخروج على طاعة الحكام ما داموا يقيمون شعائر الإسلام ولا يجاهرون بالكفر. سب الظالم والتسخط منه هو نتيجة طبيعية لظلمه، ولا يعتبر منابذة له، حيث دل الحديث على أن المنابذة أمر زائد عن مجرد السب والتسخط. عظمة الشريعة في مراعاتها للمصالح الكبري، لأن منابذة الحاكم المتسلِّط تجرُّ إلى تسلُّط أشد وتفويت لمصالح أخرى.

An encouragement to those in authority to be just toward the flock so that mutual affection may be realized between them. An encouragement to people to obey those in authority in that which is not disobedience. Mutual sincere counsel between rulers and the flock brings about affection and harmony, and through it security and prosperity prevail. Not rising up against the obedience of rulers so long as they uphold the rites of Islam and do not openly proclaim disbelief. Reviling the oppressor and being displeased with him is a natural consequence of his injustice and is not considered rebellion against him, for the hadith indicates that rebellion is something beyond mere reviling and displeasure. The greatness of the law in its regard for the greater interests, because rebelling against a tyrannical ruler leads to a more severe tyranny and the loss of other interests.
