عَنْ عِيَاضِ بن حِمارٍ رَضِيَ اللهُ عَنْهُ قالَ: سمِعْتُ رَسُولَ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّم يقولُ: «أَهْلُ الجَنَّةِ ثَلاثَةٌ: ذُو سُلْطانٍ مُقْسِطٌ مُوَفَّقٌ، ورَجُلٌ رَحِيمٌ رَقيقُ القَلْبِ لِكُلِّ ذِى قُرْبَى وَمُسْلِمٍ، وعَفِيفٌ مُتَعَفِّفٌ ذُو عِيالٍ» رَوَاهُ مُسْلِمٌ.
Iyad ibn Himar (may Allah be pleased with him) reported: I heard the Messenger of Allah (peace and blessings be upon him) say: "The people of Paradise are three: a ruler who is just and divinely guided; a merciful man, tender of heart toward every relative and Muslim; and a chaste man who refrains from begging though he has a family to support." Narrated by Muslim.
الشرح · explanation
أهل الجنة: أي من أهل الجنة. ذو سلطان: صاحب ولاية. موفق: يوفقه الله تعالى لما فيه مرضاته من العدل وغيره. رقيق القلب: أي لديه حنان وشفقة. عفيف متعفّف: لديه عفّة عن السؤال ويبالغ في تركه، ومجتنب لما لا يحلّ. ذو عيال: كثير العيال وهم من يعولهم الإنسان من زوجة وأبناء وربما آباء.
The people of Paradise: that is, among the people of Paradise. A ruler: a holder of authority. Divinely guided: whom Allah the Exalted grants success in what pleases Him, of justice and otherwise. Tender of heart: that is, possessing compassion and mercy. Chaste, refraining: he has chastity from begging and goes to great lengths to avoid it, and abstains from what is not lawful. Having a family to support: having a large household, namely those a person supports such as a wife, children, and perhaps parents.

أن من أراد الله تعالى به خيرًا من الولاة وفَّقه للعدل بين الرعيّة والإحسان إليها. الحثّ على معاملة الناس برفق ولطف. التعفّف عن السؤال وتحصيل الرزق بالاكتساب. من أمارات أهل الجنّة أن يتحلى المرء بمثل هذه الصفات الطيبة، فيحرص على الخير.
Whichever ruler Allah the Exalted intends good for, He grants him success in being just among the flock and doing good to them. The encouragement to treat people with gentleness and kindness. Refraining from begging and obtaining provision through earning. Among the marks of the people of Paradise is that a person adorns himself with such fine qualities and is eager to do good.
