عَن ابنِ عمرَ رَضِيَ اللهُ عَنْهُمَا قال: كُنَّا إذا بايَعْنا رسُولَ اللهِ صَلّى اللهُ عَلَيْهِ وسَلَّم عَلى السَّمْعِ والطَّاعةِ يقُولُ لَنَا: «فِيمَا اسْتَطَعْتُمْ» مُتَّفَقٌ عَلَيْهِ.
Ibn Umar (may Allah be pleased with both of them) reported: When we pledged allegiance to the Messenger of Allah (peace and blessings be upon him) to hear and obey, he would say to us: "As far as you are able." Agreed upon.

فيما استطعتم: أي خصصوا المبايعة بقولكم فيما استطعنا.
As far as you are able: that is, qualify the pledge by saying, 'as far as we are able.'

The mercy of the law, in that it does not impose upon a person the obligation of what is beyond his physical, psychological, or other capacity. Obedience to the one in authority is obligatory when he commands what the one commanded is able to do and what lies within his capability.
