عَنْ أنَسٍ رَضِيَ اللّهُ عَنْهُ قالَ: قالَ رسولُ اللّهِ صَلّى اللّهُ عَلَيْهِ وسَلَّمَ: «إذَا سَلَّمَ عَلَيكُمْ أهلُ الكتابِ فَقُولُوا: وعَلَيْكُمْ» مُتَّفَقٌ عَلَيْهِ.
From Anas (may Allah be pleased with him), who said: The Messenger of Allah (peace and blessings be upon him) said: "When the People of the Book greet you, say: 'And upon you.'" Agreed upon (al-Bukhari and Muslim).

وعليكم: أي ما تستحقونه من الذم، أو نحن وأنتم فيه سواء أي الموت، ووجهه ما جاء في حديث: عند مسلم. إن اليهود إذا سلموا عليكم يقول أحدهم: السام عليكم، فقل وعليكم، والسام: الموت.
"And upon you": that is, upon you be what you deserve of blame; or "we and you are alike in it," namely death. Its basis is what came in a hadith reported by Muslim: that when the Jews greet you, one of them says: "As-samu alaykum," so say: "And upon you"; and al-sam means death.

وجوب رد التحيّة على غير المسلمين، ولكن لا يرد عليهم بــــــ "وعليكم السلام" بل يقال وعليكم فقط لأن أهل الكتاب كانوا يقولون السام عليكم. (ومعنى السام: أي الموت). الواجب رد التحية بمثلها فإن سلموا بلفظ واضح وصريح وقالوا : السلام عليكم، وجب الرد بعليكم السلام وإن زاد فحسن لقول الله: {وَإِذَا حُيِّيتُم بِتَحِيَّةٍ فَحَيُّوا بِأَحْسَنَ مِنْهَا أَوْ رُدُّوهَا...} وهذا عام فى كل من ألقى التحية.
The obligation of returning the greeting to non-Muslims, but one does not respond to them with "and upon you peace"; rather one says only "and upon you," because the People of the Book used to say "As-samu alaykum." (The meaning of al-sam is death.) What is obligatory is to return the greeting with its like; so if they greet with a clear and explicit wording and say "Peace be upon you," it is obligatory to respond with "and upon you peace," and if one adds more, that is good, because of the saying of Allah: {And when you are greeted with a greeting, greet with one better than it or return it...} And this is general concerning everyone who gives a greeting.
