عَنْ أَبِي هُرَيْرَةَ رَضِيَ اللّهُ عَنْهُ قَالَ: قَالَ رَسُولُ اللّهِ صَلَّى اللّهُ عَلَيْهِ وَسَلَّمَ: «إِذَا بَقِيَ نِصْفٌ مِنْ شَعْبَانَ فَلَا تَصُومُوا» رَوَاهُ التِّرْمِذِيُّ وَقَالَ: حَدِيثٌ حَسَنٌ صَحِيحٌ.
Abu Hurayrah (may Allah be pleased with him) reported that the Messenger of Allah (peace and blessings be upon him) said: "When half of Sha'ban remains, do not fast." Reported by al-Tirmidhi, who said: a hasan sahih hadith.
الشرح · explanation
فلا تصوموا: أي صوم تطوع، عن غير عادة أو قضاء فريضة، أو أن يبدأ بالصيام في النصف الثاني من شعبان دون النصف الأول.
"do not fast": that is, a voluntary fast, not out of habit or to make up an obligatory fast; or that one begins fasting in the second half of Sha'ban without [having fasted] the first half.

النهي رحمة بالأمة أن يضعفوا عن حقّ القيام بصيام رمضان على وجه النشاط. من صام شعبان كله يتعود الصوم ويزول عنه الكلفة، لذا قيد النهي بالبدء بالصيام في النصف الثاني.
The prohibition is a mercy to the nation, lest they grow too weak to fulfill the fasting of Ramadan properly and with vigor. Whoever fasts all of Sha'ban becomes accustomed to fasting and is relieved of its burden; therefore the prohibition was restricted to beginning to fast in the second half.
