عَنْ أَبِي قَتَادَةَ رَضِيَ اللّهُ عَنْهُ قَالَ: سُئِلَ رَسُولُ اللّهِ صَلَّى اللّهُ عَلَيْهِ وَسَلَّمَ عَنْ صَوْمِ يَوْمِ عَرَفَةَ قَالَ: «يُكَفِّرُ السَّنَةَ المَاضِيَةَ وَالْبَاقِيَةَ» رَوَاهُ مُسْلِمٌ.
Abu Qatadah (may Allah be pleased with him) reported: The Messenger of Allah (peace and blessings be upon him) was asked about fasting the Day of Arafah, and he said: "It expiates [the sins of] the preceding year and the coming year." Reported by Muslim.
الشرح · explanation
يوم عرفة: أي يوم الوقوف على جبل عرفة وهو يوم التاسع من ذي الحجة. يكفر السّنة الماضية والباقية: أي يكون سببًا في مغفرة ذنوب السّنة الفائتة التي آخرها شهر ذي الحجّة والسّنة الآتية التي أولها شهر المحرّم، والمراد صغائر الذنوب، وكبائرها إن شاء اللّه إذا رافقته التوبة النصوح.
"The Day of Arafah": that is, the day of standing at Mount Arafah, which is the ninth day of Dhu al-Hijjah. "It expiates the preceding year and the coming year": that is, it is a cause for the forgiveness of the sins of the past year, whose last month is Dhu al-Hijjah, and of the coming year, whose first month is Muharram. What is meant is minor sins; and major sins [too], Allah willing, if accompanied by sincere repentance.

استحباب صوم يوم عرفة إلّا لمن كان في الحجّ فصومه غير مستحب لأنّه يضعّفه عن أداء الطاعات والاجتهاد في التلبية والذكر والدعاء.
It is recommended to fast the Day of Arafah, except for one performing Hajj, for whom fasting it is not recommended, because it weakens him from carrying out acts of obedience and striving in the talbiyah, remembrance, and supplication.
