عَنْ عُقْبةَ بْنِ عَامِرٍ الْجُهَنيِّ رَضِيَ اللّهُ عَنْهُ قَالَ: سَمِعْتُ رَسُولَ اللّهِ صَلَّى اللّهُ عَلَيْهِ وَسَلَّمَ وَهُوَ عَلَى الْمِنْبَرِ يَقُولُ: «وَأَعِدُّوا لَهُمْ مَا اسْتَطَعْتُمْ مِنْ قُوَّةٍ ألَا إنَّ الْقُوَّةَ الرَّمْيُ، ألَا إِنَّ الْقُوَّةَ الرَّمْيُ، ألَا إِنَّ الْقُوَّةَ الرَّمْيُ» رَوَاهُ مُسْلِم.
Uqbah ibn Amir al-Juhani (may Allah be pleased with him) reported: I heard the Messenger of Allah (peace and blessings be upon him) while he was on the pulpit saying: "'And prepare against them whatever you are able of power' — behold, power is shooting; behold, power is shooting; behold, power is shooting." ألا إن القوة الرمي: المعنى أنّ أعظم أنواع القوة وأكثرها نكاية بالعدو وأنفعها في الحرب إنّما هي الرمي.
"behold, power is shooting": the meaning is that the greatest kind of power, the most injurious to the enemy, and the most beneficial in war is shooting (archery).

That the "power" mentioned in the Book of Allah is intended to be shooting (archery); he singled out shooting in interpreting "power" because it requires constant practice and continual training so that it is not forgotten, and because it is more injurious to the enemy than others. The obligation of preparing the power by which the enemy is deterred, Islam is protected, and the call is spread — that is, with all kinds of weapons, foremost among them the means of shooting, which differ from one age to another. Direction toward using the most severe kinds of weapons in injuring the enemy.
