عَنْ عُقْبةَ بْنِ عَامِرٍ الْجُهَنيِّ رَضِيَ اللّهُ عَنْهُ أَنَّهُ قَالَ: قَالَ رَسُولُ اللّهِ صَلَّىٰ اللّهُ عَلَيْهِ وَسَلَّمَ: «مَنْ عُلِّمَ الرَّمْيَ، ثُمَّ تَرَكَهُ لَيْسَ مِنَّا، أَوْ فَقَدْ عَصَى» رَوَاهُ مُسْلِمٌ.
Uqbah ibn Amir al-Juhani (may Allah be pleased with him) reported that the Messenger of Allah (peace and blessings be upon him) said: "Whoever is taught archery and then abandons it is not one of us," or he said, "has indeed disobeyed." Reported by Muslim.

ليس منَّا: أي ليس على هَدْينا وسُنَّتنا.
"is not one of us": that is, not upon our guidance and our Sunnah.

التشديد العظيم على من تعلم الرمي ثم نسيه بغير عذر، وسبب ذلك أنّ الذي تعلم الرمي قد حصلت له أهلية الدفاع عن دين اللّه ونكاية العدو وتأهله لوظيفة الجهاد، فإذا تركه فقد فرّط في القيام بما تعين عليه.
The severe emphasis against one who learned archery and then let it lapse without excuse. The reason for this is that one who has learned archery has acquired the capacity to defend the religion of Allah and to inflict harm upon the enemy, and has become qualified for the duty of jihad; so if he abandons it, he has fallen short in carrying out what became individually obligatory upon him.
