عَنْ أَبِي هُرَيْرَةَ رَضِيَ اللٌهُ عَنْهُ، عَنِ النَّبِيِّ صَلَّى اللّهُ عَلَيْهِ وَسَلَّمَ قَالَ: «مَنْ كَانَ يُؤْمِنُ بِاللّهِ وَالْيَوْمِ الْآخِرِ فَلْيَقُلْ خَيْرًا أَوْ لِيَصْمُتْ» مُتَّفَقٌ عَلَيْهِ.
Abu Hurayrah (may Allah be pleased with him) reported that the Prophet (peace and blessings be upon him) said: "Whoever believes in Allah and the Last Day, let him speak good or remain silent." Agreed upon (al-Bukhari and Muslim).
الشرح · explanation
من كان يؤمن: أي إيمانًا كاملًا. ليصمت: ليسكت عن الكلام عن إرادة وقصد.
"Whoever believes": that is, with complete faith. "Let him remain silent (li-yasmut)": let him refrain from speech deliberately and intentionally.

أنّ من كمال الإيمان باللّه تعالى أن يتكلم خيرًا، أو يكف لسانه عن ذلك الكلام الذي لا فائدة فيه. وَهَذَا الْحَدِيثُ صَرِيحٌ فِي أَنَّهُ يَنْبَغِي أَلّا يَتَكَلَّمَ إِلّا إِذَا كَانَ الْكَلامُ خَيْرًا، وَهُوَ الَّذِي ظَهَرَتْ مَصْلَحَتُهُ، وَمَتى شَكَّ فِي ظُهُورِ الْمَصْلَحَةِ فَلا يَتَكَلَّمُ.
That part of the perfection of faith in Allah the Exalted is that one speaks good or restrains one's tongue from speech that has no benefit in it. This hadith is explicit that one should not speak unless the speech is good — that whose benefit is evident; and whenever one doubts whether the benefit is evident, one should not speak.
