عَنْ أَبِي مُوسَى رَضِيَ اللّهُ عَنْهُ قَالَ: قُلْتُ: يَا رَسُولَ اللّهِ أَيُّ الْمُسْلِمِينَ أفْضَلُ؟ قَالَ: «مَنْ سَلِمَ الْمُسْلِمُونَ مِنْ لِسَانِهِ وَيَدِهِ» مُتَّفَقٌ عَلَيْه.
Abu Musa (may Allah be pleased with him) reported: I said: "O Messenger of Allah, which of the Muslims is best?" He said: "One from whose tongue and hand the Muslims are safe." Agreed upon (al-Bukhari and Muslim).
الشرح · explanation
سلم: أمن. من لسانه ويده: خص اللسان واليد لكثرة صدور الأذى عنهما.
"Are safe (salima)": are secure. "From his tongue and hand": the tongue and hand were singled out because of how frequently harm issues from them.

The prohibition of harming people, and that the best of Muslims is the one from whom no harm issues. A clarification that the true Muslim is not characterized by evil and wickedness, nor does he inflict it upon anyone.
