عنْ عبدِ اللَّهِ بنِ عَمرو بن العاص رضي اللَّهُ عنْهُمَا قالَ: قال رَسُولُ اللَّهِ صَلّى اللّهُ عَلَيْهِ وسَلَّم: «المُسْلِمُ منْ سَلِمَ المُسْلِمُونَ مِنْ لِسَانِهِ ويدِهِ، والمُهَاجِرُ منْ هَجَر ما نَهَى اللَّه عنْهُ» متفقٌ عليه.
Abdullah ibn Amr ibn al-As (may Allah be pleased with them both) reported that the Messenger of Allah (peace and blessings be upon him) said: "The Muslim is the one from whose tongue and hand the Muslims are safe, and the emigrant (muhajir) is the one who abandons what Allah has forbidden." Agreed upon (al-Bukhari and Muslim).
الشرح · explanation
ويده: تشمل اليد الحقيقية، واليد المعنوية وهي السلطة. من هجر: أي ترك المعاصي، امتثالًا لأمر اللّه تعالى.
"and hand": this includes the literal hand and the figurative hand, which is authority. "who abandons" (hajara): that is, who forsakes sins, in compliance with the command of Allah the Exalted.

Keeping away from everything that inflicts harm upon the Muslims. Part of the perfection of Islam is purifying the soul of sins, and part of the perfection of emigration (hijrah) is forsaking sins and adorning oneself with obedience.
