عَنْ أَبِي سَعِيدٍ الْخُدْرِيِّ رَضِيَ اللّهُ عَنْهُ: أَنَّ النَّبِيَّ صَلَّى اللّهُ عَلَيْهِ وَسَلَّمَ قَالَ: «لِكُلِّ غَادِرٍ لِواءٌ عِنْدَ اسْتِهِ يَوْمَ الْقِيَامةِ، يُرْفَعُ لَهُ بِقَدْرِ غَدْرِهِ، أَلا وَلا غَادِرَ أَعْظَمُ غَدْرًا مِنْ أَمِيرِ عَامَّةٍ» رَوَاهُ مُسْلِمٌ.
Abu Said al-Khudri (may Allah be pleased with him) reported that the Prophet (peace and blessings be upon him) said: "For every treacherous person there will be a banner at his backside on the Day of Resurrection, raised for him in proportion to his treachery. Behold, there is no treacherous person greater in treachery than a ruler over the common people." Reported by Muslim.

استه: أي دبره، والمراد من ذكر هذا اللفظ الزيادة في تحقيره وازدرائه. أمير عامة: صاحب ولاية عامة، والمراد به هنا الرئيس الأول، أو من ينوب عنه في الحكم.
"his backside": that is, his rear; the point of mentioning this word is to add to his contempt and belittlement. "a ruler over the common people": one holding general authority; here it means the chief leader, or whoever acts as his deputy in governance.
