Riyad Al Salihin

Humayd ibn Abd al-Rahman reported that he heard Muʿawiyah (may Allah be pleased with him), the year he performed hajj, on the pulpit; he took a lock of hair that was in the hand of a guard and said: O people of Medina, where are your scholars? I heard the Prophet (peace and blessings be upon him) forbid the like of this and say: "The Children of Israel were only destroyed when their women took to this." Agreed upon (al-Bukhari and Muslim).

"The year he performed hajj": that is, in the year in which he made hajj, which was 51 AH. Lock (qussah): a strand of hair; it is also said to be the hair of the forelock, which is called al-ghurrah. Guard (harasi): a policeman, so named because he is charged with guarding. "Where are your scholars": the question is a censure of them for overlooking this and not denouncing it. "Their women took to it": that is, and their rabbis did not denounce them for it.

The prevalence of evils among the common people and the failure of the elite to denounce them is a cause for deserving destruction and widespread punishment from Allah (the Mighty and Majestic). The obligation upon those in authority to concern themselves with denouncing evils, urging their removal, and reproaching whoever among those fit for it falls short in denouncing them. A severe warning to the Muslim nation regarding the sins into which it has fallen and the prevalence of violations, especially the uncovering and adornment of women and their committing of what is more hideous than hair-attachment and the like.
