عَنْ أَنسِ بْنِ مَالكٍ رَضِيَ اللّه عَنْهُ قَالَ: قَالَ رَسُولُ اللّهِ صَلّى اللّهُ عَلَيْهِ وسَلَّم: «مَا بالُ أَقْوَامٍ يَرْفَعُونَ أَبْصَارَهُمْ إِلى السَّماءِ في صَلاتِهِمْ؟» فَاشْتَدَّ قَوْلُهُ في ذلك حَتَّى قَالَ: «لَيَنْتَهُنَّ عَنْ ذلك، أَوْ لَتُخْطَفَنَّ أَبْصارُهُمْ» رواه البخاري.
Anas ibn Malik (may Allah be pleased with him) reported that the Messenger of Allah (peace and blessings be upon him) said: "What is the matter with people who raise their eyes toward the sky during their prayer?" He spoke about this so forcefully that he said: "They must certainly desist from that, or their sight will surely be snatched away." Reported by al-Bukhari.

ما بال: ما شأن. فاشتد قوله في ذلك: أي في الوعيد على رفع البصر إلى السماء إما بتكرير هذا القول وإما بغيره مما يفيد المبالغة في الزجر.
"What is the matter": what is the case of. "He spoke about it forcefully": that is, in warning against raising the eyes toward the sky, whether by repeating this statement or by other means conveying emphatic rebuke.

The disapproval of raising one's eyes toward the sky during prayer; al-Nawawi related the consensus on this, because it contradicts proper etiquette and outwardly indicates a lack of humble submission (khushu). Outside of prayer, however—while making supplication or reflecting—it is recommended.
