Abu Hurayrah (may Allah be pleased with him) reported that the Prophet (peace and blessings be upon him) said: "When the prayer has been called (the iqamah given), there is no prayer except the prescribed one." Reported by Muslim.
"The prayer has been called": the iqamah is called for an obligatory prayer performed in congregation. "There is no prayer": that is, one should not begin any [other] prayer. "The prescribed one (al-maktubah)": the current obligatory prayer for whose performance the iqamah was called.

The disapproval of beginning a voluntary prayer after the iqamah for the obligatory prayer has begun, or when it is near being called. This applies to all prayers according to the majority. Abu Hanifah and Malik (may Allah the Exalted have mercy on them) said: regarding the dawn prayer, one may pray the sunnah of Fajr after the iqamah for the obligatory prayer, so long as he does not fear missing the first rak'ah. The wisdom behind the prohibition: preserving the completeness of the obligatory prayer—part of which is that one begins it right after the imam begins, so that he does not miss the opening takbir (takbirat al-ihram) with him—and so that there is no discrepancy between what the imams are engaged in and what others are engaged in.
